The Criteria of the Distinguished Government Employee
The criteria of the Distinguished Government Employee includes indicators that shows the excellence of the employee and his performance, the ministry / institution has to provide factual evidences that shows these indicators.
First Criterion: Job Performance and Achievements
Sub-Criterion (1): Quality and Productivity
Indicators of Excellence:
· Accuracy and speed of achievement.
· Efficient usage of time for work accomplishment.
· Time management and prioritizing. .
· The work accomplished in ordinary circumstances.
· Employee efforts that exceed expectations and his/her job duties.
· Ability to Overcome obstacles and difficulties in order to achieve excellent results.
· Quality level in job performance.
· The added value to the employee’s work efforts in terms of cost, service, quality and work method.
· Ability to continue working at the same level of high performance in all circumstances (like increased work volume, extra working hours).
· Comparison between the volume of accomplished work and the speed of achieving with his colleagues' results.
· Ability to respond to prioritization changes. .
Sub-Criterion(2): Performance evaluation
Indicators of Excellence:
· Reviewing and measuring the level of job performance
· Learning and experience gained from revaluating the level of job performance
· Ongoing monitoring and performance correction to guarantee problems and mistakes avoidance.
· Ability to act in the delegated authorities cases
· Achieving results in collaboration with colleagues or other organizational units.
· Measuring the level of a goals achievement , which is related to the employee and is relevant to the institutional goals
Second Criterion: Qualifications and Capabilities
Sub-Criterion (1): Educational Qualifications and Training Courses:
Indicators of Excellence:
· The suitability of the academic qualifications with those specified in the job description.
· The educational qualifications matching with the nature of work.
· The impact of training courses on work efficiency .
· The ability to use the acquired skills and knowledge in the job accomplishment.
Sub-Criterion (2): Knowledge of Job Function and Work organizing :
Indicators of Excellence:
· Knowledge of job description and professional knowledge of work and its requirements.
· The methodology that the employee follow to complete the work required.
· Optimized planning to complete job requirements .
· Organizing work so that colleagues will be able to continue working after him or in his absence.
Sub Criterion (3): Development and Improvement
Indicators of Excellence:
· Job skills development and / or acquire new skills.
· Gaining experience and it reflection on performance.
· Benefiting from the experience of other staff.
· The initiative and enthusiasm to develop capabilities, gain more experience and training, and quick learning .
· Search for new methods to improve the performance and its quality.
· Dealing with problems and taking decisions.
Sub-Criterion(4): Work Relations and Communication:
Indicators of Excellence:
· Felicity in relations with colleagues .
· Good relations with superiors and subordinates and the cooperation with them.
· The ability to influence and inspire others.
· The ability to build positive relations with others that contribute to the business operations.
· Teamwork and team spirit.
· Dealing with colleagues and customers with respect and trust.
· The ability to deliver and receive information.
· The ability to exchange ideas orally, electronically and in writing.
· Interact professionally with the instructions, orders and complaints.
· The ability to cooperate with the various organizational units within the ministry / institution and other ministries / institutions.
· Good listening and the ability to accept suggestions and criticisms.
Third Criterion: Working behavior
Sub Criterion (1): compliance to work regulations
Indicators of Excellence:
· Compliance to regulations ,work instructions and policies of the ministry / institution.
· Regulatory in the performance of assigned tasks to achieve the goals and results that emerges from the ministry / institution.
· Work efficiently within the deadlines for accomplishing the work required.
· No absence and malingering and increasing the unnecessary leaves.
Sub Criterion (2): Loyalty and belonging
Indicators of Excellence:
· Maintaining the property of the ministry / institution, funds and equipment used in the work.
· Keeping the confidentiality of information of the ministry / institution and the recipient of the service and colleagues.
· No exploitation for the powers and authority.
· Maintaining the reputation of the ministry / institution.
Sub Criterion (3): Work Ethics
Indicators of Excellence:
· Compliance with code of ethics and general job ethics .
· Felicity in providing solutions to customers and / or colleagues queries.
· The enthusiasm and patience to provide the necessary assistance to customers and colleagues.
· Credibility and objectivity in the work performance.
· The cleanliness and organization of the workplace.
· Organization level of files and assets.
· Employee presentable appearance.
Forth Criterion: Initiative and Innovation
Sub Criterion (1): Initiative and developing work methods
Indicators of Excellence:
· Providing creative initiatives (ideas, studies, working methods and projects …) that improves and develops ministries' / institutions' performance.
· The applicability of the initiatives, creative ideas and how realistic they are.
· To take the initiative in making new suggestions.
· Expressing opinions that contribute to work improvement .
· Performing tasks and necessary work without the need for instructions ..
· Awards, Thanks and appreciation letters.
· Outcomes and impacts of applying creative initiatives.
Fifth Criterion: Leadership skills (This criterion applies only on the first category (The Distinguished Leading or Supervising Employee Award))
Sub Criterion (1): Strategic Planning
Indicators of Excellence:
· Contribute to the development, review and dissemination of the vision, mission and values of the ministry/ institution.
· Contribute to the creation of the ministry / institution strategic plan and its implementation, and providing the capabilities and efforts to apply them effectively.
· The ability of setting and contributing to implement the unit/ section/ department plan and supervise its implementation.
Sub Criterion (2): Supervisory skills
Indicators of Excellence:
· Efficiency level from available resources (Human, Financial and material)
· The ability to train and develop human resources that work under his/her supervision, delegation and motivation to work and give.
· The ability of encouraging the spirit of teamwork
· The ability of cooperating and communicating with the team and exchanging ideas and opinions.
· Providing role model through excellence in performance and behavior specially when it comes to customers .
· The ability to influence and inspire the team and lead it toward excellent performance.
· Providing an environment to encourage creativity and creative people.
· Measuring and reviewing the performance of the unit / section / department.
Sub Criterion (3): Involvement and Responsibilities
Indicators of Excellence:
· The size and nature of participation in conferences, seminars and formal and informal activities.
· The effectiveness of communication channels.
· The ability to undertake the job responsibilities particularly in non-routine situations.
· The ability to reduce complexities and streamline procedures.
· Contribution to volunteer's efforts organized and / or sponsored by the ministry / institution.
Sub-Criterion (4): Supporting the process of change:
Indicators of Excellence:
· Allocating the necessary resources and support for the change process.
· Managing the resistance of change and the risks associated with change programs.
· The ability to explain change processes and justifications to all stakeholders.
· Measuring and reviewing the effectiveness of change.
